Renting in Ottawa
Ottawa's rental market has eased: vacancy rose to 3.0% in 2025, asking rents for one-beds are slightly below last year's, and more than half of the newer rental buildings offer free months. The squeeze is at the cheap end, where older flats rarely come free, and in late summer when students arrive. Many renters also weigh Gatineau across the river, which is cheaper but runs on Quebec law.

The situation right now
Supply has caught up with demand. CMHC's October 2025 survey put the purpose-built vacancy rate at 3.0% in the Ontario part of the Ottawa–Gatineau area, up from 2.6%, and 6.7% in buildings finished since 2015; it blamed record completions, fewer international students and higher unemployment. Asking rents have stopped rising: liv.rent put the average unfurnished one-bed at C$1,809 in October 2026, 0.5% below a year earlier, Rentals.ca and Urbanation at C$1,958 in August 2026 against C$1,981 a year before, and CMHC says Ottawa's asking rents have been falling since spring 2025. Urbanation counted 10,978 rental units under construction in early 2026, so more supply is coming.
Demand has softened for local reasons too. The federal public service, the city's biggest employer, shrank from about 154,000 to 146,000 jobs in Ottawa–Gatineau in a year (CBC, June 2026), while the core public service has had to be in the office four days a week since 6 July 2026. Fewer international students are arriving, and CMHC says this freed many studios and one-beds in Sandy Hill and Lowertown, the area around the University of Ottawa.
That is not the same as cheap. Rents for sitting tenants are low because of rent control, so one-beds that were vacant in October 2025 were advertised at C$2,027 on average across the area, against C$1,581 for occupied one-beds (CMHC), and people stay put: in the cheapest quarter of the stock vacancy was only 0.7%. Most of the new supply is in towers first occupied after 15 November 2018, which have no cap on yearly increases. Condo flats let by individual owners through agents are the tightest segment, at 0.6% vacancy.
Ontario law applies (see the Canada page): a landlord can take only last month's rent as a deposit, must use the Ontario standard lease and cannot hold a missing Canadian credit history against you. Across the river in Gatineau, Quebec law applies instead: no deposit at all, the TAL's lease form and its rent rules, and you become a Quebec taxpayer. The City of Ottawa adds its own rules: landlords must follow a property management by-law; under rules council approved in April 2021, short-term rentals are allowed only in the host's principal residence (CBC); and from 1 January 2027 a landlord who evicts for renovations needs a City licence.
Subsidised housing is not a route for newcomers: the Social Housing Registry's page says about 12,000 households are waiting at any given time and an offer can take five years or more. On a normal salary, a newcomer starts in a room (roughly C$725–900 a month on Kijiji), a one-bed at C$1,750–2,000, or a cheaper flat in Vanier or Gatineau, and should allow three to six weeks, longer in August.
Behind the scores
Landlords and agents screen with a Canadian credit report, job letter, pay slips and landlord references; newcomers lack the first and fall back on savings, a guarantor or rent offered upfront, which a landlord may accept but not require (RTA s. 106; OHRC). Purpose-built flats, most of the stock (89,170 units against 11,537 rented condos), were 3.0% vacant, with free months in new buildings; cheap older flats (0.7%) and condos (0.6%) are scarce (CMHC, 2025-10). As of October 2026.
Vacant one-beds C$1,746–1,921 in Downtown, Sandy Hill/Lowertown, the Glebe and Chinatown/Hintonburg/Westboro North (CMHC, 2025-10), hydro often extra, no fixed building charge. Median full-year full-time pay, Ottawa–Gatineau CMA, C$83,600 gross (StatCan 11-10-0240-01, 2024): about C$5,230 a month net after 2026 federal and Ontario tax, health premium, CPP and EI (our calculation): 33–37%, middle 35.1%. Cross-checks: liv.rent city average C$1,809 (2026-10): 34.6%; all earners' median C$56,000: 47–52%. As of October 2026.
Purpose-built vacancy 3.0% in the Ontario part of the CMA, one-beds 3.0%, units built since 2015 6.7%; condos 0.6%; Gatineau 3.8%, one-beds 5.9% (CMHC, 2025-10). Newer buildings 3.2% vacant, 57% offering incentives, two months free at 39% (Urbanation, Q1 2026). About 2,860 flats on Kijiji and 2,208 on PadMapper in Ottawa on 2026-10-22. No figure exists for days on market or applicants per listing. Tighter at the cheap end (0.7% vacancy in the lowest-rent quarter) and in August–September. As of October 2026.
Ottawa Police's fraud unit warned flat-hunters off Facebook Marketplace after fake showings by people posing as agents (CTV, 2024-06), and Gatineau police arrested two people over a fake Hull flat (Radio-Canada, 2024-01). uOttawa and Carleton keep standing scam warnings for students. In 2026-08 police were investigating 20+ reports of downtown condo parking spaces rented out by people with no right to them (CTV). No action on fraud against flat-hunters since 2025-10 was found. As of October 2026.

Where to search
We can never guarantee that an agency, listing or landlord is legitimate. The channels below are where people in Ottawa actually look, not a list of safe places. Never pay a deposit, a fee or a "reservation" before you have seen the flat and met the person with the keys, and read our guide to avoiding rental scams first.
Official channels
Public housing queues, municipal registers and city programmes. Slow, but this is where the honest, regulated stock is.
- Social Housing Registry of OttawaThe centralized waiting list for rent-geared-to-income, affordable and supportive housing in Ottawa, run for the City. Every household member must be a Canadian citizen, permanent resident or refugee (claimant). The registry's page says about 12,000 households are waiting at any given time for some 22,500 units and an offer can take five years or more, so it is not a route for a newcomer.
- RECO: agent and brokerage searchThe Real Estate Council of Ontario's public register. Anyone leasing you a condo or house as an agent must be registered; look up the name and brokerage and call the brokerage's own office number to confirm the listing.
- City of Ottawa: Rental Renovation Licence By-law (Engage Ottawa)Council approved the by-law on 15 July 2026 and it comes into force on 1 January 2027: a landlord who serves an N13 notice to renovate must already have a building permit, give you a City guide to your rights and apply for a City licence within seven days. The Landlord and Tenant Board process still applies.
Portals
Where most listings are. Set alerts and reply fast; read every listing with the scam guide in mind.
KijijiCanada's main classifieds site: about 2,860 long-term rentals and 584 room ads in Ottawa, and 616 rentals in Gatineau, on 22 October 2026. Everything from rental towers to basement flats and student rooms. Screening is light, so copied listings and fake landlords turn up here.
Rentals.caA large Canadian rental site where property management companies list their buildings; its monthly National Rent Report with Urbanation gives average asking rents for Ottawa, Kanata and Gatineau.
liv.rentA rental platform with listings from purpose-built buildings and private landlords; you can apply and sign on the platform. Its monthly Ontario rent report includes Ottawa.
PadMapper and ZumperMap-based search sites run by the same company, with 2,208 Ottawa listings on 22 October 2026, many from new rental buildings showing several units and move-in specials. Good for alerts; check the original listing before you contact anyone.
Realtor.caThe public face of the MLS: 1,231 Ottawa rentals on 22 October 2026, mostly condos, townhouses and houses listed by brokerages. You apply through an agent, usually with the OREA Form 410 rental application; the landlord pays the commission.
Places4StudentsOff-campus listings for students, which Carleton University uses as its partner site. Carleton says it does not inspect listings; you still need to view and check the landlord before paying.
Agencies and relocation services
Most charge a fee, and we cannot vouch for any of them. Check the company register and reviews before you sign anything.
Minto ApartmentsA large Ottawa landlord with rental buildings downtown, east, west and south; you search and apply on its own site, without an agent.
CLV GroupAn Ottawa-based landlord and property manager with apartment buildings across the city, listed and let through its own site; it has partnered with a service that reports rent payments to Equifax and TransUnion, which can help build a credit file.
Groups and word of mouth
Facebook groups and forums are where the informal market lives, and where most scams start.
- Facebook Marketplace: property rentals (Ottawa)Lots of rooms, basement flats, lease takeovers and Gatineau flats, much of it informal. Ottawa Police have told flat-hunters to avoid it because of fake showings and copied listings; never pay before viewing and checking who owns the unit.
- uOttawa Housing Services: off-campus housingThe University of Ottawa's off-campus housing office gives free advice (613-562-5885), a checklist for viewings, neighbourhood notes for Ottawa and Gatineau and a page on housing scams. It put average one-beds at C$1,600 in Ottawa and C$1,100 in Gatineau (May 2026).
- Carleton University: off-campus housingCarleton's off-campus page, with a standing warning about rental scams aimed at students and a link to its partner listings site, Places4Students.

Local tips
Gathered from local forums, city subreddits and expat groups, rewritten in our own words. They are what people who have done this say helped; none of it is a guarantee.
Start six weeks ahead, earlier for September
Leases normally start on the first of a month and tenants give 60 days' notice, so most flats are advertised one to two months ahead. Students fill Sandy Hill, Lowertown and the streets around Carleton from May to August; uOttawa's housing office tells students not to wait until July to look for September. Outside the student cycle, three to six weeks is usually enough.

Ask when the building was first occupied
Units first occupied after 15 November 2018 have no cap on yearly increases, and that covers most of Ottawa's new towers along the O-Train, in Centretown, Hintonburg and Westboro. In an older building the 2027 cap is 1.9%. Ask the completion year, read section 15 of the standard lease, and budget for a bigger rise at renewal in a new building.

Use the free months, but compare the net rent
In early 2026, 57% of Ottawa's newer rental buildings offered incentives: two months free at 39% of projects, one month at 38%, three months at 19%, plus free internet or parking. Urbanation put the value at about C$272 a month. Get the offer in writing and ask what the rent will be after the free months and at the first renewal.

Check what is included, down to the water heater
Ottawa listings say whether heat, hydro, water, parking, laundry and internet are included. Older houses and duplexes often have a rented hot-water tank and gas heating billed to the tenant, and newer towers bill electricity per unit. Ask for a typical monthly bill; many student rooms are advertised 'all inclusive'.

Weigh Gatineau properly before crossing the river
Hull and Aylmer are cheaper (CMHC: average one-bed C$1,370 in Hull against C$1,594 in Ottawa, October 2025) and STO buses cross the bridges to downtown and uOttawa, where the student U-Pass is also valid. But Quebec law applies: the TAL lease form, no deposit, different rent rules (see the Canada page). If your home is in Quebec you are generally a Quebec taxpayer and file a Quebec return, even with an Ottawa employer.

Map the commute to your office, not just downtown
The core federal public service has had to be on site four days a week since 6 July 2026 (IRCC in the capital region since 19 October 2026), and many federal buildings are in Gatineau or outside the core. Line 1 ran single-car trains for much of early 2026, and the extension to Orléans (Trim) was still in testing in September 2026, with no opening date. Test the trip at rush hour before you sign in Orléans, Kanata or Barrhaven.

Older buildings: the 2026 property-tax rent cut
After the City cut property tax on older apartment buildings, Ontario's tenancy law required rents for sitting tenants in buildings built before 2001 with seven or more units to fall by 0.89% from 1 January 2026, and the City wrote to about 57,000 tenants. Some landlords told tenants to keep paying the old rent and asked the Landlord and Tenant Board to vary the cut. A new lease starts at whatever rent you agree; if you take over a lease by assignment, ask whether the cut was applied.

Use the City's property management rules
Ottawa's Rental Housing Property Management By-law requires landlords to have a written procedure for repair requests, to give every tenant an information document and to run a pest management plan. Ask for the information document when you sign, put repair requests in writing, and call 311 if the landlord does not follow the by-law.

Neighbourhoods
Centretown and Downtown higher rents
Walking distance to Parliament, offices and Line 1, with older walk-ups and towers next to many new rental buildings. One-beds that were vacant in October 2025 were advertised at about C$1,746 (CMHC), and new towers ask about C$1,800 and up; good for people without a car.
Sandy Hill and Lowertown (ByWard Market) mid-range
Next to the University of Ottawa, with old houses split into flats and student rooms, and the Market's restaurants and nightlife to the north. Vacant one-beds about C$1,776 (CMHC, October 2025); fewer international students freed many studios and one-beds here, but some streets are noisy.
The Glebe and Old Ottawa South higher rents
Leafy, residential and close to Lansdowne, Bank Street and Carleton, with flats in houses and a few low-rise buildings. Vacant one-beds about C$1,866 (CMHC, October 2025) and little turnover; new buildings ask well over C$2,000.
Hintonburg, Little Italy and Westboro higher rents
West of downtown near the O-Train, with Wellington Street West in Hintonburg, Preston Street in Little Italy and the shops of Westboro. Many new rental towers opened here; vacant one-beds averaged C$1,921 in the Chinatown–Hintonburg–Westboro North zone (CMHC, October 2025).
Vanier and Overbrook lower rents
East of the Rideau River, a mixed area with older low-rise blocks and new rental buildings, for example on Beechwood Avenue. Vacant one-beds about C$1,593 in Vanier (CMHC, October 2025), among the cheapest close to downtown; check the street and building carefully.
Alta Vista and Hunt Club mid-range
Southern suburbs of older rental towers and houses, with buses to downtown. Average one-beds about C$1,605 in Alta Vista, where one-bed vacancy rose to 5.7% in 2025 (CMHC), so there is room to negotiate.
Kanata, Barrhaven and Orléans mid-range
Large suburbs of townhouses and houses, many let through agents on Realtor.ca at about C$2,650–3,500 for three beds. Kanata is pricey for flats (Rentals.ca: one-bed C$2,251, August 2026); Barrhaven and Orléans are cheaper but rely on buses; the Line 1 extension to Orléans (Trim) was still in testing in September 2026, with no opening date.
Gatineau: Hull and Aylmer lower rents
Across the Ottawa River in Quebec, with STO buses over the bridges to downtown Ottawa. Average one-beds C$1,370 in Hull and C$1,598 in Aylmer, but vacant ones asked about C$1,700–1,760 (CMHC, October 2025); one-bed vacancy was 5.9% across Gatineau. Quebec law, French-language ads and Quebec tax apply.

What landlords ask for
Have these ready as PDFs before the first viewing; in Ottawa the flat often goes to whoever sends a complete file first.
- Passport and visa, study or work permit. There is no immigration check to rent, but landlords will want to see that you can stay for the lease term.
- Employment letter on letterhead with salary, position and start date, plus recent pay slips. Students show proof of enrolment and funding.
- A credit report (Equifax or TransUnion), which the landlord or agent runs with your consent using your name, date of birth and address; you do not have to give your SIN. Without a Canadian credit history, say so and show bank statements; in Ontario a missing credit history must not count against you.
- References from previous landlords, with phone numbers and e-mail addresses, including landlords abroad.
- The OREA Form 410 rental application for condos and houses let through agents on Realtor.ca, or the landlord's own form for rental buildings. Applying must be free: application fees are illegal in Ontario.
- A guarantor in Canada if you have no local income or credit; in Ontario a landlord who asks one applicant for a guarantor must ask everyone in the same situation.
- On signing in Ottawa: the first month plus last month's rent as a deposit (no more than one month) and possibly a refundable key or fob deposit; proof of tenant insurance if the lease requires it. In Gatineau a landlord may ask only for the first month's rent, may see but not copy your ID, and cannot demand your salary or bank details.
Scams typical of Ottawa
Scam risk here is rated 3 of 5. The general patterns, and what to do if you have already paid, are in the scam guide.
Fake agents holding real showings
Ottawa Police's fraud unit has described fraudsters copying real listings, posing as agents and showing homes they have no right to let, then taking first and last month's rent and months more in advance; one Barrhaven family lost C$13,000. The signs: pressure to pay months upfront, an agent you cannot find on the RECO register, and a phone number that is not the brokerage's.
Deposits for a flat that is already let
In late 2023 a Hull flat was advertised on Facebook Marketplace and shown to several people, who each paid a deposit for a unit that was already rented; Gatineau police arrested two suspects in January 2024. Pay nothing before you have a signed lease from someone you have checked is the owner or manager.
Copied listings with an owner 'abroad'
Photos from a real listing are reposted on Kijiji or Marketplace at a low rent by an 'owner' who is out of the country and will send keys after a transfer. uOttawa and Carleton both warn students about this pattern. Search the address and photos, compare prices with the same area, and never pay someone you have not met at the unit.
Student sublets and lease takeovers
Fraud rises near the end of each university term, when students sublet or hand over leases. A sublet needs the landlord's consent in Ontario, and in Quebec the landlord must be notified in writing. Ask to see the head lease and the landlord's written consent, and contact the landlord yourself before paying.
Parking spots that are not for rent
Many downtown flats come without parking. In 2026 Ottawa Police were investigating more than 20 reports of people who paid thousands of dollars for a year of parking in condo garages from someone with no right to rent the spaces. Rent parking only from the building's manager or the owner of a titled space, and pay monthly.
Illegal fees and 'months upfront' demands
In Ottawa an application fee, damage or pet deposit or compulsory post-dated cheques are not allowed: the landlord may require only last month's rent and a refundable key deposit. In Gatineau no deposit at all is allowed. A request for your SIN before you have seen the unit is another red flag.
How long it takes
Allow three to six weeks for a flat, longer from June to August when students search for September. In the first week, gather your passport and permit, employment letter, pay slips or bank statements, landlord references and, if you have one, a credit report, and decide how you will make up for a missing Canadian credit history (savings, guarantor). Decide early whether Gatineau is on your list, because the law, the lease and your taxes change at the river. Set alerts on Kijiji, Rentals.ca, liv.rent, PadMapper and Realtor.ca, and book viewings as listings appear, usually one to two months before the move-in date. Before you pay anything, see the unit in person and check the agent on the RECO register or the owner with the building's manager. On signing in Ottawa you pay the first month and at most a last month's deposit and get the Ontario standard lease; arrange hydro and tenant insurance before you collect the keys.

Questions people ask about renting in Ottawa
Are rents in Ottawa still going up?
Not for new lets. liv.rent put the average unfurnished one-bed at C$1,809 in October 2026, 0.5% lower than a year earlier, and Rentals.ca at C$1,958 in August against C$1,981 a year before. CMHC says Ottawa's asking rents have been falling since spring 2025, as vacancy rose to 3.0% and new buildings offer free months (as of 2026-10).
Is it cheaper to live in Gatineau and work in Ottawa?
Usually yes on rent: one-beds averaged C$1,362 in Gatineau against C$1,594 in Ottawa in October 2025 (CMHC), and Rentals.ca put Gatineau's one-bed asking rent at C$1,607 in August 2026. But Quebec law and tax apply: no deposit, the TAL lease, and a Quebec tax return if your home is in Quebec. Add bridge traffic or STO bus time to the sum.
Can my landlord raise the rent by more than the guideline?
Only if your unit was first occupied after 15 November 2018, which covers most of Ottawa's new rental towers, or the Landlord and Tenant Board approves an above-guideline increase. Otherwise the cap is 2.1% in 2026 and 1.9% in 2027, once a year with 90 days' written notice (ontario.ca, as of 2026-10).
Does Ottawa license landlords?
Not in general. Landlords must follow the Rental Housing Property Management By-law (repair request procedures, tenant information, pest control) in force since 2021, and under rules council approved in April 2021, short-term rentals are allowed only in the host's principal residence, with a City permit (CBC). From 1 January 2027, a landlord who evicts for renovations needs a City rental renovation licence (Engage Ottawa, July 2026).
Can I get subsidised housing as a newcomer?
Not quickly. You must be a citizen, permanent resident or refugee (claimant) to apply, and the Social Housing Registry's page says about 12,000 households are waiting at any given time for some 22,500 units and an offer can take five years or more.
